Public services under the Rain Umbrella are unavailable in the marketplace, because only with extensive volunteers can these be provided at an acceptable price. Sliding-scale rates are being planned.

The bicycle self-repair area is made available to the general public for $4/hour or $48/year.

Instruction in bicycle repair, design, etc., done by volunteers, is made available for $2 per hour per person.

Rentals of otherwise unavailable, special purpose bikes for the elderly, injured, etc. (see description of Eugene Bicycle Works in Part II, line 1), range from $5 to $15 an hour and from $20 to $50 dollars a day (this is dependent on insurance costs).
